When you open up a Project File, a menu will open telling you that your media is offline. Click Locate in the bottom right of the menu to relink your lost media. This will open up a File Explorer or Finder window. From there, just find the specific piece of lost media in your files and select it.

Usually, if you are missing multiple files, Premiere Pro is pretty smart about relinking things once you locate one file, but if things are separated in several folders, you will have to relocate each file manually.
